Guard vacancies blamed for prison attacks | abc7chicago.com

Wisconsin State Employees Union spokesman Marty Beil says inmates understand that longtime correctional officers are leaving and less experienced guards are taking their place. Beil says the prison becomes a difficult place to work when you combine that with low morale and job vacancies.
