Rise in Inmate Assaults Raises Serious Questions

A spike in assaults against staff at Dodge Correctional Institution should provoke serious questions about safety within the correctional system, union officials say.

In the past 12 days, there have been four serious assaults at Dodge. The overcrowded facility currently housesabout 1,400 inmates despite a capacity of 800.

“In addition to the pummeling state workers are taking from Gov. Scott Walker’s endless campaign to silence their voices, correctional officers face heightened concerns for their safety and the safety of the communities they serve,” said Marty Beil, executive director of the Wisconsin State Employees Union, AFSCME Council 24.

Beil said morale is at an all time low because of Walker administration policies that have made it more difficult for workers to share concerns with supervisors. Walker’s attack on collective bargaining rights also has prompted a large exodus of experienced officers. Dodge currently has 30 unfilled vacancies as a result.

“The new work rules Walker just jammed down our throats take away longstanding mechanisms for labor-management communication. Workers with no rights have a completely predictable fear that speaking up might cost them their jobs,” Beil said.

“We understand that these jobs come with inherent risks. Our members bravely face these risks every day. But we also know that managing these risks requires trust and open communication between workers and managers, and Walker has gone out of his way to shatter that trust,” Beil said.

“Four serious assaults in 12 days is unacceptable. It’s a sign that something is seriously wrong in the system. Walker will no doubt point fingers at others. He always does. But his radical policies and disdain for front-line workers have consequences. Responsibility for problems always starts at the top,” Beil said.

Kick Off Rally to Recall Walker a Success

Capitol Police estimated 25,000 - 30,000 people gathered for today's successful Kick Off Rally to Recall Scott Walker. More than 105,000 signatures have been gathered in just the first four days of activity. It is estimated that many petitions with signatures have not yet been turned in from around the state.

Important Message from SEPAC Regarding Signing of Petitions

Over the last few days, many of our members and grassroots Walker Recall activists have expressed concern about recently reported Republican Shenanigans. Here's what you should know...

According to several reports, a very small number of Wisconsin Republicans and fringe Tea Party radicals are planning to collect Walker recall signatures and either hold onto them and never turning them in, or collect and shred as many signatures as possible.

Unfortunately, given the WisGOP's proven willingness to embrace slimy political tactics like running fake Democrats in democratic primaries in order to sabotage the democratic process, it is understandable why folks therefore are worried.

However, a spokesman for the Government Accountability Board stated that, "destroying or defacing an official recall petition would violate state law. Such a violation, would be a class I felony in Wisconsin, which carries a maximum fine of $10,000 and up to three-and-a-half years in jail." The spokesman later added that collecting and never turning in petitions is also against the law and would result in similar levels of punishment.

As a result of these reports, many of you have asked; "What do we do to make sure this can't happen? How can we be sure that folks are signing with a legitimate circulator?"

Here is our answer:

If you are worried about fake circulators there are a few simple things you can do to know with 100% certainty that real petitions are being signed and will be counted in the final tally:

1) BE SAFE, DIY: If you want to make sure circulators are not going to shred or hold onto your signature, download some petitions, and circulate them to your family, friends, and neighbors before anyone else can.

2) BE SAFE, GO TO THE SOURCE & KNOW THE SOURCE: We can guarantee that every signature that is gathered by any AFSCME member will be counted. So if you've got a friend who's worried about a fake circulator coming to their door or if you're worried, sign the petitions offered by an AFSCME volunteer. And if you're not sure if the person circulating is the real deal, don't sign with them, sign with an AFSCME volunteer or someone you know.

3) KNOWLEDGE IS POWER: Wisconsin Republicans have been peddling the lie that you can only sign the petitions once. The truth of the matter is, you can sign as many times as you like but your signature will only be counted once - and that makes sense. So if you sign a petition and are worried about the legitimacy of what you just signed, go ahead and pursue options 1 and 2 listed above!

As long as you follow these rules, you can rest assured that your signature will count!

We also want to reiterate something you already know. We have to recall Walker. But WE CANNOT STOP THERE! we hope you will join us in doing a better job of conveying to our family, friends, and neighbors the importance of RECALLING LT. GOVERNOR KLEEFISCH too!

Recalling Walker but not Kleefisch is unacceptable. Why? Because Kleefisch is Walker. If we remove Walker from office but not Kleefisch, she will continue to push the Walker agenda that's destroying our state. Recently Kleefisch stated that, "[Walker and I are] a team and I want to make sure our Governor continues to do the good things he's done." Case and point.

If you believe that you are approached by someone who asks you to sign a petition and you feel the person is falsely collecting the signatures, then please report the action. If you believe you may have already signed a bogus petition, you can sign another petition that you feel is legit. Rally Shuttle Buses for Madison are Available

Shuttle Busses for the November 19th Kick-off Rally to Recall Scott Walker will be running between the Alliant Energy Center/Exhibition Center and the square from 10:00am to 4:00pm. It will cost $6 to park a car in the Alliant lot, but the cost to ride the shuttle is free. People using the shuttle should follow signage posted in the Alliant lot to the South Lot where the shuttles will pick people up at Building #4 behind the Exhibition Hall. The Alliant Energy Center is located off the Beltline (Highways 12 and 18) in Madison at Rimrock Road Exits (Exit 262).

AFSCME has two busses leaving Milwaukee for Madison at 10am from the DC 48 parking lot and returning to Milwaukee at 5pm. We will have petitions available to sign, if you have not already done so, and circulate. Please call or email me if you would like to reserve a seat.

Guarding the pocket book is a reasonable assumption made by this article, but also GOP controlled Governor's offices and Legislature's are stealing money from the worker's pocketbook's. Also, many members are committed to keeping their union membership, but guarding just how much, if any, of their money goes toward voluntary political contributions.

For Union members, we must remember though, in these times, we will start our path to recovery at the ballot box and that does cost money. It is tough for many, but lets not let the GOP control cripple our ability to be effective players in the political arena. We need many worker-friendly candidates and not candidates for the corporations and the rich. That takes voluntary political contributions in addition to the boots on the ground.

Monday night 2,000 members of AFSCME Council 24 took part in a teleconference call to outline the fight against the new comp plan and the campaign to recall Scott Walker. Members asked questions of Council Executive Director Marty Beil and Assistant Director Jana Weaver about a range of issues. The questions dealt with what can be done to defend our workplace rights and comparisons of Ohio’s repeal effort and Wisconsin’s Walker recall.

A Muskego man filed today to begin recalling Gov. Scott Walker "to fulfill my friend's last request."

The committee, "Close Friends to Recall Walker," was registered by David Brandt.

The state Dem Party said the filing was not related to the effort it planned to begin later this month with United Wisconsin. The filing also does not impact the 60-day window the party and United Wisconsin will have to collect the more than 540,000 signatures needed to trigger a recall.

It does, however, open the window in which Walker can raise unlimited funds to defend himself from a recall attempt.

Working America, Hard at Work

Working America: Organizing the other 99%

When Scott Walker unleashed his budget repair bill on Wisconsin we saw something amazing happen. People from all walks of life got mad, stood up and said enough is enough. In Madison and across the state everyone who came out to the protests, called their senator or put out a “Recall Walker” yard sign became brothers and sisters with us in the fight against Walker.

In what was labor’s darkest hour in Wisconsin we saw hope in the faces of people who stood up to the right-wing talking heads and said, “This isn’t just an attack on unions, it is an assault on every man and woman in Wisconsin who wants to work for a living.”

Out of the ongoing struggles we face there is a very simple question waiting to be answered; if so much of the public is willing to come out and support us on the issues we agree with then why can’t this happen every day?

Working America is the solution to this problem.

As the community affiliate of the AFL-CIO Working America provides a way for the general public move from expressing their support for union workers to actually joining the labor movement. From the small business owner to that stay at home mom; from the unemployed veteran to the blue collar worker we organize people who share the basic belief that America is a place where everyone deserves the education to get a good job and the right to retire with dignity and health.

And it turns out there are a lot of us that share these values.

Right now we are living in a state divided. Between talk radio and Fox News politicians like Scott Walker have convinced a lot of people to vote against their own interests. Rather than finding ways to help lift up the people struggling in the current economy they say the solution is more furlough days and fewer benefits for public employees.

Walker and his cronies can only win this argument if they keep the public focused on dragging each other down rather than seeing the money for their children’s education being given away to companies that turn around and build factories in China.

That is why every night we go out into communities across Wisconsin to talk with people about the issues we share. We knock doors in areas like Sheboygan, Beloit and even Waukesha letting people know the truth behind the attacks on working families. The need for good jobs, quality education and a secure retirement go way beyond party which is why 2 out of 3 people we talk to at the door become members of Working America and over 50% take action right away.

When we talk to the general public we have found a whole lot of people who share our values and are fired up to fight for them. Our growing community action teams are getting active across the state to hold their representatives accountable for the promises they made. We make phone calls to politicians, write letters to the editor and march against the attacks on workers.

By knocking on doors and engaging our members we Working America has grown to 80,000 people across Wisconsin since 2008, but as we were shown by the protests in Madison there are a whole lot more we need to reach out to.

And that is why we need your help to keep growing. Through our Friends and Family program we work with our partner affiliates to get the people you know who need to be involved in the labor movement signed up. If you have a friend that has always wanted to join a union but never had the opportunity then Working America is for them. If you have a relative who voted for Walker cares about jobs issues then get them signed up.

Another editorial off the mark. Merit Pay systems promote nothing more than holding a worker hostage. The ones to earn merit pay will be those who are part of the buddy system. People with authority to issue merit pay raises will use the tool as to make friends and destroy enemies, not reward performace. It will have little to nothing to do with performance.

Donna Katen-Bahensky was proud to have Scott Walker in her building, showing the support our senior administration has for Mr. Walker. He was invited into UWHC to discuss a program that has been in place since the ‘90s. Project SEARCH is an amazing program for developmentally disabled students but was not created by the governor, and the grants announced were awarded by the federal government to the state.

So why was he secretly here? You would have to ask our CEO that. For those who have worked here a long time, we have not had a governor come for a public relations stop in recent years, if ever.

Here are the facts: Scott Walker was secretly escorted in the building under security October 20, 2011 via the loading dock. No formal announcement was made to employees that the governor was going to be having a press conference hosted by our CEO, until the day AFTER the press conference. Employees were warned that if they were in the area where the governor was going to be, they would be forcibly removed if “caught”.

The press conference was held next to the Mendota Market, where Donna Katen-Bahensky introduced Mr. Walker by saying, "I am honored to have you all here, but more importantly, to have our governor here with us today.” She appeared proud to have him next to her in her hospital.

We know a lot of people are very angry and upset that he was here after attacking our union by stripping it away, unlike any other union in the state. We want to say to all our members, thank you for what you do for the patients and family members who enter our organization.

A clear message has been sent that UW Health has no problem supporting Scott Walker and his policies. If you are one of those members who are disgusted, get active and stay informed.

The pension was earned after decades of faithful service and the government agency or school district gets a highly qualified employee to fill the void of the retired person, but do not have to pay for benefits or any additional pension contributions. Also, in some cases, the amount of money earned is capped so that the retiree does not exceed social security caps. Again, is it really that bad?

Nice title of a news article written by a right-wing leaning media business. Every organization has the right to decide who can be present at their functions. Several years ago, the Wisconsin GOP told a labor leader that they could not attend their state convention, even as a guest, invited by one of their delegates. It was their right to do that. The media does not have FREE access to everything, even though one can see the need for transparency.

However, the Wisconsin Reporter writes the majority of its news stories leaning to the conservative side of the reader. They are known for that and the DPW was very aware of this and made the call to not allow them to participate in the training. Lets also NOT forget that the reporter was possibly taking up a training seat that someone had to pass up because the seats were full.

Madison to get $28K less than requested for Capitol security expenses

Did other law enforcement agencies have their bills screened as extensive as Madison PD did? We doubt it. Madison PD was stereotyped by the Wisconsin GOP because they did not apply the "heavy hand" that inexperienced, non law enforcement individuals like the Wisconsin GOP would have liked. Madison PD should have had their entire bill paid.

One point needs to be remembered in all of this, the mean-spirited and thoughtless Wisconsin GOP in secretive tactics unveiled a piece of legislation that would harm tens of thousands of Wisconsinites. What did they expect, everyone to stay home, send email, write letters and hope the Wisconsin GOP would respond to each and every contact, then admit that the majority of Wisconsinites do not approve of what they are doing so they should listen to the Wisconsinites and stop their negative action?

The Wisconsin Republican Party should probably pay the difference owed to Madison PD. After-all, they recruited and educated these heartless republican politician's.
