Wisconsin already has significantly cut taxpayer-funded employee compensation costs at the state and local level. The focus has been on shifting the cost of benefits to public employees, especially for health insurance and pension costs related to the Wisconsin Retirement System. In addition, WRS benefits have been reduced for some categories of employees, and some benefits have been reduced for newly hired employees.
