In Wisconsin's history making RECALL ELECTIONS of 2011 the GOP LOST. The GOP's answer to the LOSS, CHANGE THE RULES. They wanted to change the rules during the recall elections, but that would have created a huge legal challenge for them.
If you have not been watching, they have been changing the voting laws and now also require photo ID for voting. Most, if not all of these actions is with the urgency to protect SCOTT WALKER from being RECALLED.
Changing so many voting laws in a state that has proven success in its past voting laws is just a sure sign of changing the rules of the game so that you can win. It is nothing more than that!
