… AFSCME officials butted heads with Barrett when he helped balance the city budget by taking advantage of a key plank in Walker's bill to help save millions on health insurance costs without having to negotiate with city unions. Marty Beil, executive director of the AFSCME Council 24 representing blue-collar state workers, said this week that vetoing a state budget would be one strategy that a Democratic governor could use to restore collective bargaining but not the only one. A spokesman for the Wisconsin State Employees Union had no comment on whether the union was requesting that promise in exchange for the union's endorsement for a Democratic candidate.
