Johnson, a retired probation and parole agent and former member of the American Federation of State, County and Municipal Employees, said changes in state law approved in 2011 to limit public employees' collective bargaining powers is a big part of why he is running for office. But he also cited a "total breakdown of the legislative process" and said legislators should be forced to explain and defend, if necessary, the bills they sponsor or support.
