When Gov. Scott Walker signed Act 10 last summer it removed many public sector union bargaining rights statewide, including so-called "work rules." Now, local elected officials are crafting employee policy manual provisions that formerly were often negotiated between union representatives and city-retained labor attorneys. Monday night it was the City Council's Personnel Committee going over everything from clothing allowances to a new sick leave bank accrual system to automatic pay raises to whether Streets workers could continue changing the oil on their cars and trucks at the Department of Public Works shop.
