Beloit's two AFSCME locals will no longer be officially recognized by the State of Wisconsin as a bargaining unit, as neither group met Monday's deadline to file paperwork with the Wisconsin Employment Relations Commission, several sources said. However, that doesn't mean the unions will cease to exist, said Rick Badger, the executive director of AFSCME council 40, a council that oversees locals throughout Rock County and Dane County, including those in Beloit.
