Aren't Walker's threatened layoffs retaliation for exercising First Amendment Rights? Doesn't Wisconsin have a constitutional guarantee of free speech as well as the federal government? We know that he DOES NOT have to engage in mass layoffs for financial reasons (especially since he's already received concessions for the current fiscal year deficit that he himself created).
