    Walker could lay off employees at any time, whether the Democratic senators return or not.

    Will seniority provide any protections against layoffs without a union contract?

    Will Walker target union members or activists for layoffs?

    What about his use of layoffs and "budget emergencies" to punish union members for exercising free speech rights?
